Flint’s Planning Division administers the Imagine Flint master plan, the city’s first comprehensive plan in over 50 years, guiding land use, zoning, and neighborhood-level development review. The Genesee County Drain Commissioner’s Surface Water Management Division separately oversees stormwater, drainage districts, and floodplain coordination countywide — relevant given how much of Flint sits on slow-draining clay soil.
